Nel, Jamaica, and Kevin were aware of the Shadow Collective's growing threat. They had been monitoring their activities for several years.
One day, Nel received a message from Rosene. She had called a meeting of the council to discuss the Shadow Collective.
Nel, Jamaica, and Kevin traveled to the Celestial Temple to attend the meeting. When they arrived, they found that the other members of the council were already there.
Rosene took her seat at the head of the table and began the meeting.
"We are gathered here today to discuss the Shadow Collective," she said. "As you all know, they are a group of rogue aliens who are amassing a large fleet of warships."
"What do you propose we do?" asked one of the council members.
"I propose that we send a delegation to the Shadow Collective to try to negotiate with them," Rosene said. "We need to find out what they want and see if we can reach a peaceful resolution."
The council members discussed Rosene's proposal for a few minutes. Eventually, they all agreed that it was the best course of action.
"Who will lead the delegation?" asked one of the council members.
"I will," Nel said. "I have experience negotiating with rogue aliens."
Rosene nodded. "I thought you would say that," she said. "I trust you to represent the universe well."
Nel nodded. "I will do my best," he said.
The next day, Nel, Jamaica, and Kevin set off on their mission to negotiate with the Shadow Collective. They traveled in a heavily guarded starship.
When they arrived at the Shadow Collective's headquarters, they were met by a group of armed guards.
"What is your business here?" asked one of the guards.
"We are here to negotiate with Xylo," Nel said.
The guard looked at Nel skeptically. "Xylo is a busy man," he said. "He does not have time to meet with just anyone."
"We are representatives of the United Galactic Council," Jamaica said. "We have important information for Xylo."
The guard hesitated for a moment. Then, he nodded. "Very well," he said. "I will take you to see Xylo."
The guard led Nel, Jamaica, and Kevin through the Shadow Collective's headquarters. They finally came to a large chamber at the end of a long corridor.
"Xylo is waiting for you inside," the guard said.
The guard opened the door to the chamber, and Nel, Jamaica, and Kevin stepped inside.
Xylo was sitting at a desk in the center of the chamber. He was a tall and imposing figure, with pale skin and glowing red eyes.
"Welcome," Xylo said. "What brings you to my humble abode?"
"We are here to negotiate," Nel said.
Xylo laughed. "Negotiate?" he said. "With me? What could you possibly have to offer me?"
"We can offer you peace," Jamaica said. "We can offer you a chance to join the United Galactic Council and work with us to build a better future for the universe."
Xylo shook his head. "I am not interested in peace," he said. "I am interested in power. And I have the power to conquer the universe."
"You don't have to conquer the universe," Nel said. "You can rule it with our consent."
Xylo laughed again. "You are fools," he said. "You do not understand what power truly is. Power is not something that is given. It is something that is taken."
Xylo stood up and walked around the desk. He stopped in front of Nel, Jamaica, and Kevin.
"I am the most powerful."
